Joining Flowers

I purchased this quilt at a Estate sale. The lady was 86 years old and had passed, her daughter said, she made lots of guilts but didn't get to finish it.

I need help laying out the quilt to look right.

Our Community center ladies will finish the quilt.
Each piece has been hand stitched.
We have played it out different ways, can you help please.
