Flannel quilt fabric is bunching

I am having a problem of getting my flannel baby quilt to not have bunching when I lay it out. What can I do to to get rid of this issue?

I'm not quite sure if you're talking about when you pin baste the quilt or something else.

For pin basting in preparation to quilting your baby quilt, you'll need to tape the backing fabric, right side down, to a large, flat, clean surface to hold it in place while you are basting. That way you won't have to worry about holding it in place yourself.

I've outlined the process on the website page entitled, "Layering and Basting a Quilt". It describes creating your backing fabric piece all the way through the pinning.
